NRL Recruitment for Advisor (Corporate HSE) (Job in Assam, NRL): Numaligarh Refinery Limited (NRL) has issued an official notification inviting applications from eligible candidates retired from NRL/OIL & other PSUs/Govt./Private Sectors having relevant experience in the field of Corporate HSE.

- Post Name: Advisor (Corporate HSE)
- Number of Vacancies: 02
- Engagement Period: The engagement will be on a contractual basis for 12 months, beginning from the date of joining.
- Primary Location of Posting: Refinery site, Numaligarh (The candidate should be willing to travel to various locations of NRL as per job requirements.)
- The position is purely a contractual engagement, and the Advisor must work in line with regular office timings.
- Pay Scale:
- Executive Directors (ED): ₹1,87,500/-
- CGM: ₹1,50,000/-
- For candidates from the private sector, the monthly remuneration will range from ₹1,50,000 to ₹1,87,500, based on the last drawn salary and experience.
- Selection Process: The selection will be based on a personal interaction (interview) with shortlisted candidates.
Eligibility Criteria of NRL Recruitment for Advisor (Corporate HSE)
- Prequalification and Experience:
- Educational Qualification: Bachelor’s degree in Engineering.
- Experience: Minimum 25 years of work experience in the Public or Private Sector Petroleum Refinery. For candidates from CPSUs, at least 1 year as CGM is required.
- Additional Experience: At least 5 years of experience in Corporate HSE, Refinery Safety, or Refinery Operations in any CPSU or Private Petroleum Refinery.
- Desirable Qualifications:
- Experience in ensuring compliance with statutory and regulatory HSE guidelines/standards in Petroleum Refineries.
- Experience in implementing ISO & PSM standards.
- Upper Age Limit: 65 years.

Scope of Work for Advisor (Corporate HSE)
1. Advisor-I:
- SOP Upgradation: Improve SOPs for all process and utility units.
- Working Group Recommendations: Implement recommendations from the working group report.
- Employee Orientation: Provide training on OISD and T4S standards.
- HSE Policy Development: Draft and revise various Health, Safety, and Environment (HSE) policies.
- Safety Management System (SMS): Develop and implement the PDCA cycle for SMS as per OISD-GDN-206.
- External Communication: Coordinate with agencies like OISD, PESO, and PNGRB on HSE matters.
- Process Safety Management: Update Process Safety Management guidelines.
- HSE Bulletin: Assist in publishing HSE bulletins and documenting incident learnings.
- Corporate HSE Assignments: Handle other specific HSE-related tasks that may arise.
2. Advisor-II:
- OISD Guideline 154: Implement safety training courses as per OISD Guideline 154.
- E-learning Modules: Design e-learning modules for different employee categories in alignment with OISD-STD-154.
- Safety Management System: Develop and implement the PDCA cycle for SMS as per OISD-GDN-206.
- External HSE Activities: Guide the CHSE Department on activities related to statutory bodies like PESO, OISD, and PNGRB.
- Accident Investigation: Assist in investigating accidents and identifying key learnings.
- Site Visits: Provide expert HSE suggestions at various NRL sites.
- Safety Guidelines: Issue and update safety-related guidelines and advisories to stay aligned with the latest developments.
- Industry Updates: Advise on implementing the latest HSE practices and developments from peer industries.
